The administration of President Donald Trump has taken a strict stance of Chinese technological progress, warning companies all over the world that the use of artificial intelligence chips that Huawei made may lead to criminal sanctions to violate American export controls.
The Ministry of Commerce issued instructions to clarify that the climbing treatments in Huawei were subject to export controls because they definitely contain American technology, or have been made with American technology.
The Industry and Security Office, which supervises export controls, said on Tuesday that it was taking a more striking approach to foreign artificial intelligence chips, including “issuing instructions that the use of Huawei Ascend chips anywhere in the world violate export controls.”
But people familiar with the matter emphasized that the office did not issue a new base, but they were explaining to companies that Huawei chips would likely violate a measure that requires licenses that are difficult to export US technology to the Chinese company.
“The guidance is not a new control, but rather a public confirmation of an explanation that even just use anywhere by anyone from the advanced computing designed by Huawei [integrated circuit] Kevin Wolf, a veteran export monitoring lawyer at Akan Gump, said that the violation of the export monitoring rules.
The office said that three chips ascends Huawei Ascend-910b, 910C, and 910D-are subject to regulations, noting that these chips are likely to be “designed with some American programs or technology or produce them with semiconductor manufacturing equipment that is the direct product of some American atrial programs or technology, or both.”
The guidance comes because the United States is increasingly concerned about the speed that Huawei developed advanced chips and other artificial intelligence devices.
Huawei has started providing “Amnesty International’s” chip groups to customers in China, which claims to be superior to leading American artificial intelligence products NVIDIA on major standards such as the total account and memory. The system depends on a large number of 910c chips, which individually limit the most advanced NVIDIA offers but collectively perform a superior performance for the competitive NVIDIA Cluster.
