The Acting President told Federal Emergency Management Agency on Thursday that he believed President Donald Trump is a bold man with a bold vision of the agency – but Fema does not yet have a full plan to address the hurricane season.
“I would like to say that we are about 80 or 85 % there,” David Richardson, FEMA director, told employees in a phone call, obtained by ABC. “Next week, we will close this gap and reach 97-98 % of the plan. We will never have 100 % of the plan. Even if we have 100 % of the plan, the plan never survived first.
The collective call came after an internal document prepared for Richardson indicated that the agency responsible for the FBI management indicated that the agency is not ready for the next hurricane season, which starts on June 1.
“With the transformation of the Fema into a smaller imprint, the intention of this hurricane season is not well understood, and therefore the Fema is not ready,” according to the document, which ABC News obtained.

In the collective call, Richardson said that he and employees sat “about 90 minutes” and began to reach a plan for this year’s disaster season.
He said the plan will be ready soon.
Richardson said: “Listen closely: The intention of the disaster season 2025 (is) the protection of the American people, and the precedence returns to the states, enhances its ability to respond and recover, and coordinates federal assistance when this is considered necessary, with the shift to the future of Fema.”
Richardson was placed in Fema by Minister of Internal Security Christie sleep after the former representative director Kam Hamilton was expelled last week because of his testimony to the home committee, according to a source familiar with the matter, which was against the closure of the agency.
The acting official said this version of Fema will look different from the last agency.
He said during the collective call: “The president’s intention in Fema is to ensure that Fema is only making things in the law that you should do,” adding that there is a “big boost” to obtain resources to the states.
“You can imagine that this makes Fema look completely different. How it will look at the end, we will discover it,” he told employees. “Remember that the president is a dark man. The president has a bold vision, and he makes bold statements.”
The previous document on the agency’s hurricane planning said that the restrictions of employment, employment and lack of coordination with the states will also affect the FEMA operations that go to the hurricane season.
